Norfolk Community Services Board has a robust team whose passion is to serve the homeless. We provide services through various programs. Additionally, a list of food and shelter resources is provided below on the Street Sheet. The list is updated regularly.

Need Homeless Services Assistance?
- Call (757) 756-5600 if you or someone you know is homeless/unhoused and needs assistance, support services or shelter.
- Families facing housing crisis or emergencies can call (757) 587-4202 to contact the Hampton Roads Housing Crisis Center.
- Call Norfolk Police non-emergency at (757) 441-5610 if you see unhoused individuals in dangerous or unsafe conditions - no matter the weather. Dispatchers will notify the appropriate responders for assistance with sheltering and resources. If you see someone in immediate, life-threatening conditions, please CALL 911.
- You may also report encampments or concerns using the MyNorfolk mobile app, on the MyNorfolk online platform at www.mynorfolk.org , by calling Norfolk Cares at (757) 664-6510 (weekdays 8 a.m. to 4 p.m.) or by emailing HealthyNeighborhoods@norfolk.gov.
The Center
Norfolk Community Services Board operates The Center, a 100-bed emergency shelter for single adults experiencing homelessness in Norfolk. The Center is located at 1050 Tidewater Dr.
In addition to providing year-round shelter beds, The Center provides day services to homeless individuals which include a midday meal, access to outreach and case management staff, assistance with navigating the housing process and linkage to benefits including SNAP (food stamps), health insurance, and more.
The Center also serves as the City’s overnight shelter response during severely cold weather (as declared by the Emergency Operations Center) with up to 50 additional overflow spots.

Street Outreach (PATH & Homeless Initiatives)
SAMHSA’s Projects for Assistance in Transition from Homelessness (PATH) funds services for people with serious mental illness (SMI) experiencing homelessness. Norfolk CSB currently has 2 full time case managers that conduct street outreach and navigate those persons through the housing process. They also provide short term case management services to clients during the navigation process and for 90 days once housed. In 2018, PATH served over 380 persons.
The Homeless Initiatives Project also provides street outreach to persons experiencing homelessness in Norfolk. This project funds two full time Outreach Specialists who provide direct services for those on the street, serve as navigators through the housing process, and provide short-term case management once an individual is housed.
