Homeless Resources

In 2024, Norfolk City Council established the Homeless Task Force comprised of the Norfolk Community Services Board (CSB), Department of Human Services (DHS), public safety and area non-profits. Residents are encouraged to use the following City and partner resources.

If someone is in immediate danger, please call 911.


If you encounter someone in need of shelter, call the Norfolk Police non-emergency number: (757) 441-5610. The police department will work with CSB and our partners to get them shelter.

Families facing eviction or housing crisis and are in need of shelter should call the Housing Crisis Hotline: (757) 587-4202.

For all other homeless services and shelter resources, contact CSB: (757) 756-5600.

Residents can also use the MyNorfolk app or online portal to help identify and assist individuals experiencing homelessness. Information may also be submitted to Norfolk Cares by email or by calling (757) 664-6510.
