Our electronic collection is free and available to Norfolk residents, Norfolk property owners, Norfolk business owners, and those employed in Norfolk. Non-Norfolk Virginia residents can access the digital collection for an annual fee of $35.00. Please contact a Norfolk Public Library branch for more information.

offers high-quality digital content to patrons. Supporting books, articles, documents, images, audio and video, BiblioBoard hosts content from traditional publishers, indie authors, cultural institutions and more.
ComicsPlus
is a digital platform offering thousands of digital comics, graphic novels and manga to readers through school, public, and academic libraries. Titles can be accessed using a smartphone, tablet, or web browser, and can be downloaded to multiple devices. There is never a wait to read, all titles are unlimited access and simultaneous use.
Gale Virtual Reference Library
provides access to encyclopedias, almanacs, and specialized reference sources for multidisciplinary research.
Hoopla
lets you instantly borrow digital movies, music, eBooks, eAudiobooks, comics and more, 24/7, with your library card. Library cardholders may check out a total of 8 items per month; eBooks and eAudiobooks can be checked out for a period of 21 days.
Libby
offers eBooks, audiobooks, and videos from the Kanopy collection. Library cardholders may have up to 8 items checked out at one time; each item has up to a 21-day loan period.

is the first free eBook library and hosts over 42,000 previously published books for download or online reading. Project Gutenberg is accessible via computer, ereader, or mobile device.
Norfolk Public Library has a subscription to TumbleBooksLibrary, and your children can access it from home! Its unlimited and free for you to use from anywhere 24/7!
TumbleBookLibrary is an online collection of eBooks for children. They are a great way to encourage tech-savvy kids to enjoy reading!
There are over 250 animated, talking picture books! The site also features Spanish and French books, read-along chapter books, non-fiction books and literacy games and tunes.
Use your computer, tablet or mobile phone to access the collection. All you need is an internet connections. There are no downloads: Books are streamed right to your device at the click of a button.
