The City of Norfolk is constructing bike lanes and pedestrian safety upgrades along Granby Street between Willow Wood Drive and Admiral Taussig Boulevard. This project, developed with community input and funded through SMART Scale, includes repurposing travel lanes for bikes and adding safety features like pedestrian signals. Construction began in September 2025, with ongoing updates shared through multiple channels.

Granby St. PGranby St. Pedestrian Hybrid Beacon edestrian Hybrid Beacon (PHB)

To improve pedestrian safety along Granby Street, Norfolk is introducing its first Pedestrian Hybrid Beacon (PHB) to improve safety along the corridor. The PHB uses a pedestrian-activated signal with a distinct light pattern—flashing yellow to alert drivers, then turning solid red to stop traffic—allowing pedestrians to cross safely. This innovative feature is designed to reduce pedestrian crashes while minimizing traffic delays.

IntersectIntersection Improvements and Pedestrian Crossings ion Improvements and Pedestrian Crossings (UPC 125359)

This federally funded project will improve five unsignalized intersections along Granby Street. Rectangular Rapid Flashing Beacons (RRFBs) and ADA compliant improvements will be constructed at the intersections of Dumont Avenue, Elvin Road, Fife Street, Oxford Street, and Talbot Hall Road. The RRFBs will alert drivers when a pedestrian is about to cross Granby Street at these five locations.

Corridor Improvements 

As a result of the public engagement and project development efforts, the Department prepared concepts of additional improvements, such as median modifications and turn lanes. These projects will be evaluated as construction on the other projects get completed and traffic patterns return to normal. During construction, Department staff will evaluate traffic patterns and additional concerns. Adjustments will be to signal timing and signage as needed to address traffic flow.

Granby St. Project Development 

The Department conducted a large public engagement effort for many years to gather feedback on how to improve the Granby Street corridor. This effort included a traffic analysis, safety analysis, conceptual designs, and many meetings. The valuable input assisted the Department in refining the bike lane design and creating other projects for the corridor.
