Material Verification

The 2021 U.S. Environmental Protection Agency (EPA) Lead and Copper Rule Revisions (LCRR) require that water utilities prepare an inventory of all water service line materials, for both customer- and utility-owned service lines.

City of Norfolk is proactively completing the service line materials inventory to better protect customers by expediting the removal of lead service lines from the drinking water system. The City is employing a range of methods to investigate and verify service line materials, including historical record review, field visits, test pits, statistical analysis, and customer self-reporting.

City Field Investigations and Test Pit

To update our inventory, the City of Norfolk and its contractors are checking service line materials throughout our system. You may see us in your neighborhood. To check service lines, we will be digging two small test holes to look at tTest pit imagehe water service line materials. The test holes will be within 2-3 feet of the water meter, one on the City of Norfolk- and one on the customer-owned side of the water meter. If your service line is scheduled for verification, you will receive a postcard in the mail and a door hanger with more information before we do the work. You do not need to be home when we dig the test holes.

After the digging has Image 3been completed, if the pits are dug in grass, these will be filled in and covered with existing lawn. Additional seeding will be added as necessary. Holes in the street will be patched and if additional restoration is required, the contractor will return at a later date to restore the area. You will also receive a doorhanger that informs you about the material(s) of your service line, of both the Norfolk side and the Customer side of the line.
