John E. “JP” Paige was elected to serve on Norfolk City Council on November 8th, 2022, to represent Ward 4 (PDF)

Councilman Paige's lifelong passion to uplift Norfolk’s underserved communities was the catalyst for his decision to serve in this capacity. As an entrepreneur and accomplished speaker, Mr. Paige consistently advocates the importance of community contribution though determination, personal responsibility, and accountability. 

Councilman Paige has previously served as an Adjunct Professor at his Alma Matter, Norfolk State University, after receiving his Master of Science Degree (MS) in Management from Troy University in 1998. Additionally, Mr. Paige also served as an esteemed leader in the NSU’s School of Hospitality and Tourism Management Baccalaureate Program and as Director of Student Services for the School of Business at NSU.  Mr. Paige played a pivotal role in shaping the lives of students. 

Councilman Paige’s commitment to serve runs deep.   His great-great grandfather –Hon. Richard Gault Lesle Paige was one of the first black members of the Virginia General Assembly in 1871, and relative Hon. James E. Fuller was elected to the Norfolk City Council in 1882 after serving in the Civil War. Like Councilman Fuller, Councilman Paige also defended his country in Operation Desert Shield and Operation Desert Storm as an airman in the United States Air Force.

A proud, lifetime member of Kappa Alpha Psi Fraternity Inc., Councilman Paige was initiated through the Epsilon Zeta Chapter in 1992. He has been celebrated by his peers for his leadership in Kappa Alpha Psi Inc’s youth initiative, Guide Right, and he currently serves as a Board Member for Eggleston Services and Revive Community of Virginia, a non-profit organization that emphasizes building healthy, self-supporting communities through access, collaboration and care. As a living organ donor, Councilman Paige promotes the importance of Minority Organ and Tissue Donation.   He is also honored to serve Ward 4 in the capacity of City Council Liaison for the East Side Task Force, the Southside Task Force, and Supporting Transformational Opportunities for People (STOP, Inc.). 

Councilman Paige has successfully operated a small bonding business for over 20 years.  He and his wife, Djuna, have been married for 25 years, and they are members of the Historic Basilica of St. Mary of the Immaculate Conception Catholic parish.
