The Department of Housing and Community Development (DHCD) enhances the quality of life for all Norfolk residents by fostering vibrant, resilient neighborhoods. Through people-centered community and physical transformation, DHCD works to expand access to affordable housing and create thriving, connected communities where everyone can thrive.

Maintains and enhances the quality of existing housing and neighborhood conditions. We administer federally funded community development funding to implement initiatives that benefit lower-income residents and neighborhoods and address community development needs.

Directs housing development programs and strategic initiatives to expand the City’s quality affordable housing stock and access to all residents. We ensure strategic development projects meet the city’s housing needs.
