Originally known as the Berkley Branch when it opened in 1921, the Horace C. Downing Branch has relocated twice to offer expanded resources and space to its growing community.  The current location reopened on April 18, 2018 after extensive renovations. The ribbon-cutting ceremony was performed by City of Norfolk Mayor Kenneth C. Alexander; Councilman Paul Riddick; Chair of the NPL Board of Trustees, Roy B. Martin, IV; NPL Director of Libraries, Sonal Rastogi; and members of Horace C. Downing's family.

Did you know that Hattie McDaniel, the first black Oscar winner was also a singer-songwriter and a comedian?  Well, you will learn more, as our actors and singers bring alive the stories of these black historical figures through narrative , song and dance: Hattie McDaniel, Marcus Garvey, Ida B. Well, Bill "Bojangles: Robinson, Shirley Chisholm, Louis Armstrong, Sgt. William Carney, Moms Mabley and Louis Armstrong.
