Public invited to learn more about potential long-term safety and operational improvements for the I-64/I-264 interchange
NORFOLK/VIRGINIA BEACH — The Virginia Department of Transportation (VDOT) will hold a location and design public hearing on Thursday, Oct. 24, to share information and receive feedback on the proposed location and major design plans for Phase III-A of the I-64/I-264 Interchange Improvements Project in Norfolk and Virginia Beach. While the first two phases of improvement projects at the I-64/I-264 interchange, completed in 2019 and 2022, addressed improvements for the westbound movements from I-64 to I-264 east and along I-264 east, the proposed Phase III-A project is designed to provide additional capacity, reduce daily congestion along I-64 east, and improve safety and traffic operations for the eastbound movements from I-64 to I-264 east.
This project is located at the I-64/I-264 interchange, on I-64 east between Northampton Boulevard and 1 mile east of I-264 near the Twin Bridges, and on I-264 between I-64 and the Greenwich Road overpass, and along the inside I-264 east collector-distributor lanes. Proposed improvements include widening I-64 east from four to five lanes between the Northampton Boulevard interchange to the I-264 interchange, adding a high occupancy tolled, part-time shoulder Express Lane along the inside shoulder of I-64 east between Northampton Boulevard and the Twin Bridges over the Elizabeth River, and replacing the existing flyover ramp from I-64 east to I-264 east with a two-lane ramp that will lead the recently widened collector-distributor lanes on I-264 near Newtown Road. Additionally, plans include widening the bridges on I-64 east over Kempsville Road and Virginia Beach Boulevard and the I-264 inside bridge over Newtown Road.

The purpose of the meeting is to give the public an opportunity to review the proposed project plans and exhibits on display, meet with VDOT representatives to ask questions and obtain project information, and provide input. This meeting will be an open house-style format with no formal presentation. Media are invited to attend.
