NORFOLK, Va. (NPD) – Norfolk Police have arrested four people for the death of Charles A. Sparks, 33, of Chesapeake.
Around 10:00 a.m., Tuesday police were called to the 900 block of Norchester Avenue for a gunshot disturbance. Officers were notified shortly after being dispatched that Sparks had arrived at Sentara Norfolk General Hospital with a life-threatening gunshot wound related to the incident. Sparks was pronounced dead at the hospital as a result of his injuries.
As a result of the investigation, Detectives have charged both Peter W. Babar, 49, of Norfolk, and Donell Small Jr., 26, of Norfolk, with second degree murder and use of a firearm. Krystal E. Bowers, 30, of Norfolk, and Delphine D. Simmons, 52, of Norfolk, were both charged with accessory after the fact.
Babar, Small, Bowers, and Simmons are currently being held in the Norfolk City Jail without bond.
Detectives have not released a motive or any circumstances surrounding this incident.
