NORFOLK, VA – The City of Norfolk has issued a Notice of Award contract to Universal Protection Services, LLC, d/b/a Allied Universal Security Services, to provide security at 36 City buildings. The decision to award the contract marks the end of a competitive procurement process required by the Virginia Public Procurement Act and the City of Norfolk Code of Ordinances. The term of the new contract is for five years, from September 1, 2020, until August 31, 2025, with an option to renew for one additional 12-month period. The contract is not yet finalized.
Norfolk’s previous contract, with Top Guard, Inc., ended on December 31, 2019. It was extended twice -- initially until June 30, 2020, and subsequently until August 31, 2020. The second extension was necessary to complete the procurement process and allow time for services to transition to the new contractor.
Universal Protection Services, LLC, d/b/a Allied Universal Security Services, will not provide security at the Norfolk Courthouse. The Norfolk Sheriff’s Office currently provides security for the facility, a decision that was made earlier this year as part of the fiscal year 2021 budget.
