Voter Registration Information
Register In-Person
You may register to vote in person in the Office of Elections, City Hall Building, Suite 100, Monday through Friday, 8:30 a.m. to 5 p.m. For additional information call 757-664-4353.
The deadline to register for the April 21, 2026 Special Election is Tuesday, April 14th (5:00 p.m. in person and 11:59 p.m. online). The deadline to register for the November 3, 2026 General Election & Special Elections is Friday, October 23rd (5:00 p.m. in person and 11:59 p.m. online).

Voter registration applications are available at DMV offices, at the Norfolk Office of Elections (City Hall Building - 810 Union Street, Suite 100), or at any of the following Norfolk Libraries:

Registering to Vote in Virginia
To register to vote in Virginia, you must:
- Be 18 years old on or before the date of the next General Election
- Be a citizen of the United States by birth or naturalization
- Be a resident of Virginia not claiming residency in another state
You are NOT eligible to register to vote in Virginia if you have:
- Been convicted of a felony, unless your rights have been restored by the Governor or other authority
- Been judged to be mentally incompetent by a Circuit Court, unless your rights have been restored by the Circuit Court
You should complete a new Virginia Registration Application Form when:
- Your address changes
- Your name changes
Protected Voter Status
You may be eligible for Protected Voter Status if you are one of the following:
- An Active or retired Law Enforcement Officer, Judge, U.S., or Virginia Attorney General Attorney (LEO)
- Have a Court issued Protective Order for your benefit (CPO)
- Have evidence of filing a complaint with Law Enforcement that either you or a household member is in fear for personal safety from another person who has threatened or stalked either you or a household member (TSC)
- Are a participant in the Virginia Attorney General's Address Confidentiality Program (ACP)
- Are an approved Foster Parent (AFP)
- A current or former state or local election official, their employee, or Commonwealth elector for President or Vice President(PEO)
**Please note: To qualify under one of the above Protective Status classes, you must also have a Post Office Box established as your mailing address.
Cancel Voter Registration in Norfolk
You may cancel your voter registration in Norfolk by completing and submitting a Request to Cancel Voter Registration Form (PDF) to the Office of Elections.
Notification
When your application for registration is approved by the General Registrar, a Voter Information Notice will be mailed to you. You will be notified if you do not qualify or if the local registrar requires more information to process your application.
Protected Voter
Certain citizens may be eligible for Protected Status for Voter Registration purposes. These include the applicant if he/she or a member of the household is/has:
- Active or retired Law Enforcement Officer, Judge, Magistrate, U.S. or Virginia Attorney General attorney.
- Been granted a court issued protected order
- In fear for personal safety from being threatened or stalked by another person
- A participant in the Virginia Attorney General's Address Confidentiality Program
- Been approved to be a foster parent
- A current or former state or local election official, their employee, or Commonwealth elector for President or Vice President
In order to claim Protective status, you must meet one of the above criteria -AND- provide a Post Office Box for your mailing address.
Report the death of a registered voter in Norfolk by completing the attached form and emailing to vote@norfolk.gov

Deadline to Register
The deadline to register for the April 21, 2026 Special Election is Tuesday, April 14th (5:00 p.m. in person and 11:59 p.m. online).
The deadline to register to vote is ten (10) days prior to the Primary or General Election (5:00 p.m. in person and 11:59 p.m. online). Mailed applications must be postmarked by the deadline date and received in our office before the election. Voter registration applications submitted after the deadline will be processed in date order received once the election has been completed and registration has re-opened.
